The addition of even one more list to the various
lists by which the officers of the Imports and Ex- ports Department of this Colony have to govern them-
selves would throw an additional burden on them which would appreciably tend to delay the work of this department.
I regret that I do not quite understand the references to destinat-
ions in the suggested Chinese coast trade white list and to exports
from Shanghai in connection with the White List system which I take
to deal only with imports into China.

If all the objections to a Chinese coast trade white list could be overcome it would no doubt be theoretically more satisfactory than the anomalous solution which has been adopted here of allowing exportation to non-White List Chinese firms of obviously Chinese or "local" cargo. The latter system, however, has the ad- vantage of elasticity and when worked with care and discrimination is probably quite as satisfactory in its practical results as the other system would be. The main classes of cargo which have been dealt with in this way are Chinese foodstuffs, Chinese medicines, very small shipments of piece goods, and tin which appear to be for local (i.e.Chinese) use. Only firms of good standing are given export permits for tin.

The practice of the China Navigation Co. to which
you refer has not, so far as I can ascertain, been adopted on any
instructions given by any officer of this Government, and it was disregarded in the case to which you refer.
